OVERVIEW:
The Florida Department of Transportation (FDOT), District Six, is conducting a Project Development and Environment (PD&E) Study for the I-95/SR 9 Corridor from south of SR 860/Miami Gardens Drive to north of the Broward County Line. The project is located in North Miami Beach and unincorporated Miami-Dade County, Florida.

STATUS:
During the PD&E phase, the preliminary engineering and documentation required for funding is completed. This includes the review and analysis of potential impacts from the proposed project on the social, economic, natural, physical, and cultural resources in the surrounding environment. Public involvement is an extremely important part of a PD&E Study, to inform citizens about the project and provide interested persons an opportunity to be involved in the development of the project.

PURPOSE OF THE STUDY:

  • The purpose of this project is to address the deficient operational capacity and relieve existing/future congestion along the I-95/SR 9 corridor. Other goals of the project are to:
    • Preserve the operational integrity and regional functionality of I-95/SR 9 (and, therefore, the regional transportation network) by complementing similar corridor improvements throughout Miami-Dade, Broward, and Palm Beach counties.
    • Enhance emergency evacuation and response times. Overall, the project will offer enhanced mobility options for motorists and transit users as it will provide additional capacity along the I-95/SR 9 corridor throughout northern Miami-Dade County.
    • Proposed improvements for the corridor include minimum 11-foot wide travel lanes, 10-foot wide express lane inside shoulders, and 2-foot wide buffers with express lane markers between the express lanes and general purpose lanes; 12-foot lanes are generally provided in segments that include more extensive reconstruction/widening, and 11-foot lanes will be utilized in areas where modifications are less extensive or needed to match the existing, programmed or planned improvements.

SCHEDULE:

This PD&E Study started in May 2021 and is expected to be completed by September 2025. After the completion of the PD&E phase, the preferred alternative will move to the final design phase, which at this time is scheduled to be completed by 2030. Construction is estimated to take approximately 5 years.

FUNDING:
State and federal funding has been allocated by the FDOT for future phases of the project, including final Design. Preliminary construction costs have been developed during the PD&E phase.

PUBLIC INFORMATION:

FDOT has developed a public involvement program as part of this PD&E Study. The public involvement process is designed to ensure public and all stakeholder input in the development of project alternatives by actively encouraging and facilitating the involvement of the general public, citizens, interested groups, elected and appointed officials, environmental resource agencies, and other key stakeholders. There will be continuous community outreach and stakeholder coordination throughout the Study process emphasizing representation of all the different communities that both live near and/or on this corridor.

Previous Meetings:

  • A Public Hearing was held both in-person and virtually on Thursday, May 22, 2025 at 5:30 p.m. To view a video of the public hearing presentation click HERE.

The Public Hearing consisted of an open house, followed by a formal presentation and a comment period. Comments provided during the Public Hearing and those submitted on or before June 1, 2025, will become part of the Public Hearing record.

FDOT's Right-of-Way Acquisition Process

All right-of-way (ROW) acquisition will be conducted in accordance with Florida Statutes and the federal Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, commonly known as the Uniform Act. During the ROW process, a dedicated agent will be assigned to each property affected.  During the PD&E phase, when the preferred alternative determines impacts that require relocation, a separate dedicated relocation agent will be assigned and assist each step of the way.  For more information about the Acquisition and Relocation process, please download the items in the documents and publications section. 

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by the FDOT pursuant to 23 U.S.C. § 327 and a Memorandum of Understanding dated May 26, 2022, and executed by the Federal Highway Administration and FDOT.
