OVERVIEW:

The Florida Department of Transportation (FDOT), District Six, has initiated a PD&E Study for the SR 9A/I-95 Corridor from south of NW 62 Street to north of NW 143 Street. The study is located between north of the SR 112/I-195 interchange and south of the Golden Glades Interchange (GGI) in northern Miami-Dade County, Florida.

This PD&E Study builds on the I-95 Corridor Planning Study completed in 2019 by FDOT and will further evaluate, develop concepts, and provide information necessary for FDOT to reach a decision on the location, and conceptual design to meet the project’s purpose and need.

PURPOSE OF THE STUDY:

The purpose of this project is to address the operational deficiencies to relieve current and anticipated congestion along the SR 9A/I-95 corridor while preserving the operational integrity and regional functionality of SR 9A/I-95. The project will also enhance emergency evacuation and response times as well as the safety and mobility needs of the community. The need for the project is based on the following criteria:

  • Capacity/Transportation Demand

Population within the County is anticipated to grow by 34% and employment by 37% between 2015 to 2045 (2045 LRTP). Several segments of the I-95 corridor are currently at capacity and operate at Level of Service (LOS) F during the periods of travel. This has resulted in increased trip travel time and reduced safety due to the congestion. Without improvements, these operational issues are projected to exacerbate in the future. The project will evaluate capacity improvements necessary to alleviate current and future congestion on the corridor and surrounding roadway network.

  • System Linkage

The proposed project improvements are part of a larger regional effort to provide additional express lane capacity/continuous managed lanes along the I-95/SR 9A corridor within Miami-Dade, Broward and Palm Beach Counties. The goal is to collectively improve the overall reliability and performance of the interstate system in moving high volumes of goods and people at efficient speed. The reduced congestion will serve to maintain and improve viable access to the major transportation facilities and businesses and create an opportunity to provide efficient and reliable transit service within the corridor. As such, these improvements are critical to enhancing regional mobility while preserving the operational integrity and regional functionality of the SR 9A/I-95 corridor as a whole.

  • Emergency Evacuation

SR 9A/I-95 is a critical component of the emergency evacuation route network designated by the Florida Division of Emergency Management and is also a Miami-Dade County evacuation route with connections to three other designated evacuation routes: SR 934, SR 924, and SR 922. The project is anticipated to improve emergency evacuation capabilities by enhancing accessibility to other major arterials designated on the state evacuation route network, increasing the capacity of traffic that can be evacuated during an emergency event and allowing for enhanced emergency access and incident response times.

SCHEDULE:

This PD&E Study started in June 2024 and is expected to be completed by late 2027. After the completion of the PD&E phase, the preferred alternative will move to the final design phase.

FUNDING:

The design and construction phases have not yet been funded. Preliminary construction costs will be developed during the PD&E phase.

PUBLIC INFORMATION:

FDOT has developed a public involvement program as part of this PD&E Study. The public involvement process is designed to ensure public and all stakeholder input in the development of project alternatives by actively encouraging and facilitating the involvement of the general public, citizens, interested groups, elected and appointed officials, environmental resource agencies, and other key stakeholders. There will be continuous community outreach and stakeholder coordination throughout the Study process emphasizing representation of all the different communities that both live near and/or on this corridor.

Previous Meetings: 

A Public Kick-off Meeting was held on Thursday, November 21, 2024, with an open house portion starting at 5:30 p.m., followed by a formal presentation at 6 p.m. and then a question-and-answer session.The meeting was held both in-person and virtually at Arcola Lakes Library located at 8240 NW 7 Avenue, Miami, FL 33150.  To view this meeting, click here.

FDOT's Right-of-Way Acquisition Process

All right-of-way (ROW) acquisition will be conducted in accordance with Florida Statutes and the federal Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, commonly known as the Uniform Act. During the ROW process, a dedicated agent will be assigned to each property affected.  During the PD&E phase, when the preferred alternative determines impacts that require relocation, a separate dedicated relocation agent will be assigned and assist each step of the way.  For more information about the Acquisition and Relocation process, please download the items in the documents and publications section. 

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by FDOT pursuant to 23 U.S.C. § 327 and a Memorandum of Understanding dated May 26, 2022, and executed by the Florida Highway Administration (FHWA) and FDOT.
