The Florida Department of Transportation (FDOT) is conducting a Project Development and Environment (PD&E) Study along SR 856/William Lehman Causeway from SR 5/US 1/Biscayne Boulevard to SR A1A/Collins Avenue. The project involves the potential modification of SR 856/William Lehman Causeway to support additional non-motorized accommodations such as shared use paths and/or dedicated bicycle/pedestrian facilities. The project includes one bridge that acts as a point of connection for Golden Beach and Sunny Isles Beach to the mainland of Florida. The specific limits of this project extend from SR 5/US-1 to SR A1A/Collins Avenue in Miami-Dade County, Florida, for approximately 1.7 miles.

 
The PD&E Study will further explore options from prior feasibility studies, including both north and south alignments, as well as potentially develop additional feasible alternatives which satisfy the project's purpose and need.
 
The purpose of this project is to accommodate non-motorized (pedestrian and bicycle) activity along the SR 856/William Lehman Causeway limited access corridor from SR 5/US 1 to SR A1A/Collins Avenue. Other goals of the project are to promote non-motorized system linkage and improve safety.

  

A PD&E Study is FDOT’s process to evaluate the social, cultural, natural, and physical resource impacts associated with a planned transportation improvement project. Community engagement is a core component of the study. There will be many opportunities for the community to learn about the project and share feedback to inform the Study. See below for our upcoming meetings. Note: Schedule is subject to change.

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by FDOT pursuant to 23 U.S.C. § 327 and a Memorandum of Understanding dated May 26, 2022, and executed by the Florida Highway Administration (FHWA) and FDOT.
