S.R. 990/Killian Drive from SW 97 Avenue to SW 82 Avenue Sidewalk Alternatives Planning Study

OVERVIEW:

The Florida Department of Transportation (FDOT), District Six, has initiated a Planning Study for the S.R. 990/Killian Drive Corridor from SW 97 Avenue to SW 82 Avenue in Miami-Dade County, Florida. FDOT will further evaluate, develop concepts, and provide information necessary for FDOT to reach a decision on the location, and conceptual design to meet the project’s purpose and need.

PURPOSE OF THE STUDY:

The purpose of this project is to address pedestrian connectivity along S.R. 990/Killian Drive linking various intuitional, residential and public uses along the corridor while adhering the requirements of the State Historical Highway Designation for this facility and minimizing impacts.

SCHEDULE:

This conceptual planning study started in March 2026 and is expected to be completed by November 2026. After the completion of the planning phase, a preferred alternative will be selected will be considered for future programming for design, potential right-of-way acquisition, and construction.

FUNDING:

The design and construction phases have not yet been funded. Preliminary construction costs will be developed during the planning phase.

PUBLIC INFORMATION:

FDOT has developed a public involvement program as part of this Planning Study. The public involvement process is designed to ensure public and all stakeholder input in the development of project alternatives by actively encouraging and facilitating the involvement of the general public, citizens, interested groups, elected and appointed officials, environmental resource agencies, and other key stakeholders. There will be continuous community outreach and stakeholder coordination throughout the Study process emphasizing representation of all the different communities that both live near and/or on this corridor.

FDOT's Right-of-Way Acquisition Process

All right-of-way (ROW) acquisition will be conducted in accordance with Florida Statutes and the federal Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, commonly known as the Uniform Act. During the ROW process, a dedicated agent will be assigned to each property affected.  During the PD&E phase, when the preferred alternative determines impacts that require relocation, a separate dedicated relocation agent will be assigned and assist each step of the way.  For more information about the Acquisition and Relocation process, please download the items in the documents and publications section. 

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by FDOT pursuant to 23 U.S.C. § 327 and a Memorandum of Understanding dated May 26, 2022, and executed by the Florida Highway Administration (FHWA) and FDOT.
