PROJECT UPDATE - 2026
 
The Florida Department of Transportation’s (FDOT) Flagler Street Demonstration Project (FM# 450733-1) is no longer moving forward because detailed analyses revealed that the existing traffic congestion is severe, as demonstrated by significant travel time delays during rush hour, and excess capacity during these periods is not available. In such severely congested areas, the repurposing of a travel lane for Business Access Transit (semi-exclusive bus service) would divert traffic from the Flagler Corridor to adjacent neighborhood roadways, which may introduce additional traffic on local roadways not designed to handle high traffic volumes.
 
Therefore, to implement Business Access Transit Lanes on the Flagler Corridor, capacity improvements to local roadways adjacent to the corridor are required to alleviate the anticipated traffic congestion associated with diverted traffic. Capacity improvements to local roadways are beyond the scope of the Flagler Street Demonstration Project.
 
Based on these findings and acknowledging that FDOT already has a premium rapid transit feasibility study underway Flagler Feasibility Study (FM# 437782-3) evaluating elevated transit solutions for this corridor, FDOT determined that continuing with the Flagler Street Demonstration Project (FM# 450733-1) is no longer feasible.
 
Project Background:
 
The purpose of the Flagler Demonstration Project was to improve transit ridership and reliability by implementing a dedicated bus lane. The SR 968/Flagler Street SMART Demonstration Project was to be implemented on a segment within the SR 968/Flagler Street Premium Transit Project Development and Environment (PD&E) Study and included converting one travel lane on SR 968/Flagler Street and one travel lane on SW 1 Street to a Business Access Transit (BAT) Lane, applying appropriate pavement markings, and installing signage to inform the public of the enhanced, dedicated bus infrastructure.
 
Flagler Demo Project Limits
Work Included:
  • Restriping the curbside lane for bus only use
  • Placing red pavement to designate BAT Lane
  • Upgrading roadway signage and pavement markings
 
Public Meetings:
 
A Public Meeting was held on Thursday, June 15, 2023 at 6 p.m. Interested persons had the opportunity learn about the project and review the scope and schedule. The meeting was held simultaneously online and in-person and consisted of a formal presentation which may be viewed under the Documents and Publications tab on this webpage.
