The Design/Build project included building two High Occupancy Toll (HOT) lanes on I-95 in place of the existing High Occupancy Vehicle Lanes (HOV).  Open Road Tolling (ORT) and various Intelligent Transportation System (ITS) components were included in this project.  95 Express is being extended to Broward Boulevard in Broward County. Construction on Phase 2 began in November 2011 and will last until spring 2015.
