S.R. 93/I-75 from S.R. 826/Palmetto Expressway to Broward County Line PD&E Study

Overview:

This project will provide additional capacity, traffic operational improvements, increased connectivity, and interchange modifications along approximately 5.4 miles of S.R. 93/I-75 from S.R. 826/Palmetto Expressway to the Broward County Line in Miami-Dade County. The corridor traverses the City of Hialeah, Town of Miami Lakes, City of Miramar, and unincorporated Miami-Dade County. As a major regional transportation corridor, S.R. 93/I-75 connects to S.R. 826/Palmetto Expressway and S.R. 924/Gratigny Parkway, providing access to Florida's Turnpike, S.R. 874, I-95, and destinations throughout South Florida and the state.

What is a PD&E Study:

A PD&E Study is a step in the FDOT’s highway development process. A PD&E Study assists the FDOT in determining the location; conceptual design; and social, economic, and environmental effects of the proposed roadway improvements. During the PD&E Study process, feasible alternatives are developed for roadway improvement projects. These "Build" alternatives are evaluated based on environmental, engineering, and socioeconomic conditions; safety needs; and public input. The need for additional right-of-way for stormwater and environmental mitigation will also be evaluated during the PD&E Study phase. The "No-Build" alternative is evaluated throughout the Study process. This "No-Build" alternative leaves the existing roadways as they are, with only routine maintenance as required.

If the Study results in a "Build" alternative being selected, the project may proceed to the next phase, which is the Design Phase.

Goals:

The purpose of this project is to alleviate existing congestion, accommodate projected travel demand through increased capacity to enhance operational conditions and improve connectivity along the S.R. 93/I-75 corridor. Other goals include maintaining critical connectivity within the regional transportation network and improving safety conditions. The need for the project is based on the following criteria:

CAPACITY/TRANSPORTATION DEMAND: Improve traffic operations and roadway capacity, alleviate existing congestion, and accommodate projected future transportation demand.

CONNECTIVITY: Improve connectivity within study area

SYSTEM LINKAGE: Maintain critical connectivity within the regional transportation network

SAFETY: Improve safety conditions

Schedule:

This PD&E Study started in June 2026 and is expected to be completed by summer 2028. The design phase begins once the PD&E Study is complete.

FDOT Partners with Public in Study:

FDOT has developed a public involvement program as part of this PD&E Study. The public involvement process is designed to ensure public and all stakeholder input in the development of project alternatives by actively encouraging and facilitating the involvement of the general public, citizens, interested groups, elected and appointed officials, environmental resource agencies, and other key stakeholders. There will be continuous community outreach and stakeholder coordination throughout the Study process emphasizing representation of all the different communities that both live near and/or on this corridor. Small group meetings will be held as required as well.

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by FDOT pursuant to 23 U.S.C. § 327 and a Memorandum of Understanding dated May 26, 2022, and executed by the Federal Highway Administration (FHWA) and FDOT.
