PROJECT UPDATE:
 
In January 2021, the Miami-Dade Transportation Planning Organization (TPO) Governing Board adopted Resolution #07-2021 supporting FDOT’s curbside Business Access Transit (BAT) Lane on the easternmost segment of the project corridor - Flagler Street and SW 1 Street from 24 Avenue to 6 Avenue. Based on the TPO Resolution of support for a specific segment of the recommended alternative, FDOT with the support of transportation agency partners placed the overall Flagler Street Premium Transit PD&E Study on hold. In March 2022, FDOT initiated the design and implementation of the Demonstration Project based on the TPO Resolution #13-2022. FDOT will evaluate operations and benefits of the Demonstration Project and report project performance outcomes to TPO Board. In April 2023, TPO Resolution #19-2023, urged FDOT to consider conversion of travel lanes for Business Access Transit Lanes along the entire Flagler Corridor. OVERVIEW AND LIMITS:

The Florida Department of Transportation (FDOT) is studying the implementation of Premium Rapid Transit along SR 968/Flagler Street. This study covers SR 968/Flagler Street from approximately SR 821/HEFT to the Downtown Multimodal Terminal (at Government Center, NW 1st Avenue) and includes the portion of SR 9/SW 8th Street from SW 147th Avenue to SW 107th Avenue, SW 107th Avenue from SR 9/SW 8th Street to NW 12th Street, and NW 12th Street from approximately NW 122nd Avenue to NW 107th Avenue. The study is also looking at improvements to the local transit service, specifically Metrobus Routes 11 and 137. The study corridor is shown in the project map below.

The Florida Department of Transportation (FDOT) District Six has worked closely with our transportation partners over the last few years to plan, analyze and design the Flagler Premium Rapid Transit identified as one of the Bus Express Rapid Transit (BERT) projects in the Strategic Miami Area Rapid Transit (SMART) Plan. Click here to view the SMART Plan Video.

STUDY OBJECTIVES:

This study will focus on providing multimodal improvements to accommodate premium rapid transit service along the arterials within the project limits. Premium transit modes evaluated include Bus Rapid Transit (BRT) running on exclusive transit lanes or operating in mixed traffic.
 
PROJECT GOALS:
  • Enhance mobility choices by offering alternate transportation options with competitive travel times
  • Enhance transit service and better connections with existing Metrorail and Metrobus routes
  • Provide better transit access to major activity centers including, but not limited to Transit Centers, Education Facilities, Hospitals, Major Shopping Malls, Recreational Attractions, and Major Employment Centers
  • Increase potential for economic development and employment opportunities

WHAT IS PREMIUM RAPID TRANSIT?:

Premium transit is a term applied to a enhanced system or other transit mode that provides faster, more frequent service and increased customer convenience in comparison to an ordinary bus line. BRT does not require any tracks and provides the flexibility of bus and the efficiency of rail.

PUBLIC INVOLVEMENT:

Comprehensive public outreach is being conducted as part of this study. Public outreach consists of formal and informal meetings with the public, governmental agencies, elected officials, municipal staff, local transportation providers and other interested parties. As a member of the community, your involvement is vital.

PREVIOUS MEETINGS - A series of Public Workshops were held along the corridor on June 25, 26 and 27, 2019. The workshops were held to present the results of the PD&E Study to date and to obtain input on the recommended alternatives under consideration. The same information was shared at all three workshops. Graphic displays were shown and FDOT representatives were available to discuss the project and answer questions.The Concept Plans which were shown at these workshops are located under the Documents and Publications link on the left.
